BTW Ms. Clinton's mention of Eleanor Roosevelt's "four freedoms" was an
eye-opener for me in suggesting that they may have been Mike Nelson's
inspiration to put forward the "six abilities" idea.
Mike, are you around?
I am still troubled by other aspects of my question - what happens when
the perception outside the US is that the US itself, maybe even through
its State Department or within the Department's reach, is non-compliant?
