[Chapter-delegates] Application to form a Chapter in Lebanon

Memories go back to 1986 when I completed my ME from AUB. Good to 
learn about the IX and MENOG participation from Lebanon. I support 
this application. Perhaps, this year the class of 1986 of AUB will 
meet again in Beirut after so many years. Looking forward to meet 
members of ISOC Lebanon there!
