[Chapter-delegates] Internet Society contribution on Open Inter-networking

Colleagues,
The Internet Society this week contributed a paper on "Open
Inter-networking" to a Net Neutrality expert group convened by the French
Minister of the Internet Economy, Nathalie Kosciusko Morizet. The paper
proposes a set of policy considerations derived from the need to preserve
access, choice, and transparency as key to ensuring the Internet remains a
platform for innovation and economic development.
The paper acknowledges that the modern Internet features increasing
complexity of uses and demand for bandwidth. It also emphasizes that
openness is the overarching principle that has ensured the success and
growth of the Internet to date. Internet standards, development, and
governance are open to all to participate, contribute, create, shape, and
build. The paper also provides a set of specific policy considerations.

Regrettably, there has been several blog postings that have incorrectly
suggested that a very preliminary internal working draft from the ISOC
HADOPI working group was part of the ISOC submission.
This is wrong. We are working in coordination with the ISOC Chapter in
France to clarify this situation. The French Minister has already publicly
pointed to the correct submission (through Twitter), and others have further
shared this information.
We are pleased the Internet Society had the opportunity to provide input to
the French expert panel. We are looking forward engaging with members as
ISOC continues to be involved in international discussions on Open
Inter-networking. Please let me know if I can provide any further
