Thankyou, Fred. I would agree. The annexe to the letter of 22 February  
is an improvement, although the second bullet on page three begs the  
principal Policy question.
On the other hand the undated draft staff note on The Identified  
Emerging Policy Responses has been misinterpreted as a vade mecum or  
even an endorsement for preventing an open Internet.
