Spain is "used" to have DNI and in fact people is asked to identify themselves with it in many places (restaurants, shops, ... police traffic stops).
Since april 1999 <http://www.elmundo.es/navegante/99/abril/19/tenta.html> (11 years ago) taxes can be done through the internet in Spain. This was an incredible advance at that time, and many people use it since then.
By now a total of 14 million DNI-electronico have been issued by the interior ministry. They just charge you 6€ for it, and there have been a campaign which gave you a USB-Card-Reader for free.
In case of more interest, I can link you directly to the Spanish authorities which will be glad to show you more details on all the process and their experiences on this complicated (logistically talking) deployment. All the DNIs are now DNI-e, no more old ones issued. That means that in less than ten years (period of renew) all the spaniards will have one. With chip, certificate and PIN.

thanks for sharing this.
I thought that the electronic DNI had caused some controversy related to
privacy issues.
Have these been dispelled enough? Or were they exaggerated from the start?
