[Chapter-delegates] ISOC France consulted on "IDénum" by the Ministry

Great to meet another president of an ISOC chapter, Gérard (through  
Odile).  The issue (and system?) that you outline sounds very  
interesting, and I would love to know more about what the Government  
or your Chapter have in mind, particularly any context for  
consideration of this proposal.

A couple of questions and comments occur to me at the outset...by the  
way, Australia does not have any similar debate at this stage,  
although there has been considerable discussion of online security and  
the role of the Internet as essential infrastructure.

*  Question: would all Internet access require authentication in the  
way that you suggest based on use of a certificate, or would other  
forms be available as well (perhaps including anonymous access)?

*  How will the certificate infrastructure be managed?  Will there be  
a need for a single central 'trusted root' for issuing certificates?

*  How will use of the certificate be applied for the user?  Would it  
apply generally to all Internet access? Or will it apply only to  
specific services requiring authentication?

*  Has any consideration been given to the relationship between this  
subject and implementation of IPSEC?

*  Has any consideration been given to the relationship between this  
subject and implementation of IPv6?

If the above issues have not been considered, I wonder if there is a  
risk that this system may send Internet users in France down a  
direction that isolates them from global directions in development of  
the Internet, or indeed the global Internet as a whole.  In Australia,  
we do have a debate about mandatory blocking various content on the  
Internet, in a way that I think could risk breaking the Internet, if  
users do not get some sort of message as to why a particular URL has  
been blocked.
