[Chapter-delegates] ISOC-DC bylaws - geographic restriction clause

Hello
Whether or not stated in the bylaws, all Chapters with geographic names are
deemed to be geographic chapters.
But at the same time Chapters could adopt it as a convention to be open to
members of other Chapters from anywhere. ISOC Chapter guidelines allow
membership in multiple chapters. This needs to be encouraged.
Chapters may also be open to prospective members who express a particular
interest in joining a Chapter beyond his geographic region. (ISOC England is
'indicative'ly a Chapter for the people of England but if someone from India
or Spain wishes to be a part of Isoc England, the Chapter shouldn't refuse
to consider membership. )
