I agree with this. Not only does it help with local operations, such a
"rule", if implemented, could prevent system abuses. We haven't seen any
abuse, such as individuals joining/leaving certain chapters just for
voting purposes, however establishing this as a "rule" would anticipate
and defeat such abuse. (I mention this after having gone through the
standards process for Office Open XML, where such abuse was rampant in
the voting process.)
