Hello
the point of this proposal is that Berlusconi is worried about the 
amount of uncensored information that circulates through the Internet, 
and the growing attitude towards watching video and TV shows online. As 
you may know, he controls six of the seven main TV channels in Italy, 
and he is afraid that IPTV and Internet video streaming will destroy his 
market dominance, upon which also his political power is dependent.
By the way, Berlusconi's company, Mediaset, has also sued Youtube asking 
$500'000'000 in compensation for damage caused by alleged copyright 
infringement whenever Youtube users upload videos with content taken 
from Mediaset networks. So he is using both his economical power and his 
political power to defend his market position and his control of the 
public opinion.
