Thanks for your reply and question. This is a interesting development because the re-delegation of .SO domain has been ongoing for quite a while I think. We had previously looked at this issue and found that according to current IANA details (http://www.iana.org/domains/root/db/so.html) the administrative contact is Ahmed Aden, who is the Permanent Secretary. He has been spearing the process to revive .SO and after the re-delegation in 2009, the .SO technical Point of Contact and Name Servers were hosted within the ITU in a temporary arrangement. After reviewing a sustainability model they approached various registry operators to provide the technical operations and grow the ccTLD, and settled on the GMO Registry.

That means, the technical operations have been outsourced to the GMO registry to provide the technical backend and services, however, sponsoring organisation remains as the Ministry of Post and Telecommunication with Mr. Aden as the Admin Point of contact.
The IANA whois validates this position. If the change included the administrative point of contact or Sponsoring Organisation then it would amount to a re-delegation but they did not re-delegate, therefore, the .SO still belongs to the Ministry of Post and Telecommunications under the current Permanent Secretary.
