[Chapter-delegates] Application to form a Chapter in Panama

Thank you Sebastian, I din´t see any contact info or references more than 3
names.. that´s why I ask for more details on people involved. I work some
time ago with the University in Panama and get a great impression of those
people and would like to have info on people involved in order to make an
informed opinion.
