[Chapter-delegates] W3C training courses

Several chapters have professionals on several areas, I suggest that we can
use some virtual campus like the one ISOC Ecuador has located at
http://www.isoc.org.ec/isoc/campus and to work on several courses with
specialists from several other chapters. ISOC HQ can help to finance the
courses but we can be in charge of organizing and conducting the courses
and, of course, this can be also a source of incoming for chapters.
