[Chapter-delegates] more financial info on ISOC

I think except Christopher, who was emailed directly as a response to 
his last year's email, nobody got the file - I just received this email 
from the mailing list. One would expect it to come immediately after 
sending a message with a large attachment. I am sending now the first 
part of the file, and the second one will follow.
