Dear Raúl:
Thankyou. Although I can agree with you that it is not very practical
de develop the budget, per se, through a bottom-up process, I consider
that the numbers and the language in the business plan and budget do
express the operational part of strategic decisions. As I have
suggested, there would appear to be a divergence between the input
that you are getting from Chapters and membership, the strategy, and
what is said ISOC will do in the budget.
One clear example:
On the one hand we are told that the strategy is to increase
regionalisation, strengthen the Bureaus and participation by Chapters.
On the other hand we are told that operationally all new posts
(perhaps for the next three years) will be assigned to central staff
functions. That does not really hold water.
