[Chapter-delegates] Ad-free webcasting

Hi Joly,
I totally agree with the importance of what you are saying.
But I am feeling that is a luxe for people who don't even a web site 
until now !
Some ISOC chapters is in need of basic help like having a hosting or 
domain name.
ISOC is offering a name.chapters.isoc.org but I am not that this has 
success with chapters.
I can add that we need also pictures and video sharing platform to be 
used by chapters.
Many many online services ( especially 2.0 tools ) that we should begin 
thinking about to reinforce local chapters.
