[Chapter-delegates] Ad-free webcasting

This is definitely an area where ISOC HQ can step in and help the Chapters.

Also, in our case, we have felt the need to have something like WebEx.
It might also be a good idea to provide chapters with a way to use a
WebEx account.

I'll be happy to help exploring options.
