[Chapter-delegates] Injecting Chapter Views - effectively

I am reminded of the Plato quote: "Be kind, for everyone you meet is
fighting a hard battle."
My feeling on this is that it works both ways. Sometimes the Chapters
are unresponsive when Global asks for input. Sometimes Global neglects
to widely consult before taking an initiative. On the other hand,
most of the time, since we are all working for much the same purpose,
there is pretty wide consensus and we do, less or more, meet in the
middle. I do believe that the new regional emphasis is, ultimately, a
device to bridge the divide.
I suspect that there are plenty who welcome any kind of leadership
wherever it comes from.
That said, it could be interesting to try something like
http://ideascale.com/ on certain issues.
