Joly,
I join Bob in thanking you for setting up the webcast from the UN
consultation on IGF. I was able to watch it for a while and produce a
tweetcast (see @apisanty on Twitter; also the great Sam Dickinson, already
famous for her tweetcast from the ITU Plenipot, @sgdickinson,
@kierenmccarthy and his company @GIBC have text and insightful comment.)
This session was far above interesting. It is unequivocal that the UN
under-secretary Sha Zukang (who emerged from the ECOSOC and CSTD
environment) is pushing the evolution of the IGF and enhanced cooperation
in a direction dear to China and others (including somewhat surprisingly
Brazil) - with a far more heavyweight governmental intervention.
Sha has painted himself, and the whole UN system, as inimical to the
development of the Internet as we push it - open, basically.
Another trend to watch is the reappearance of the "change" mantra. I find
it very dangerous. What it does is to depict the ensemble of the IETF,
ICANN, and ISOC as "the establishment" and the regressive initiatives as
"change".
That is hard to fight. We must continue to innovate, to expand the
Internet and improve its workings, and to be ever more inclusive, in order
to retain the high ground.
I think that this session has illustrated very well that the Internet, and
the community that builds it every day, are indeed against some powerful
enemies, and that we must do what it takes to avoid the great lot of bad
ideas and actors coming our way. ISOC members and chapters are of course
key players on this side.
