[Chapter-delegates] The Future of the Internet Governance Forum

I am a wondering why ISOC did not ask its chapters to reach out to their 
governments, and talk to them about this case? This would have been a 
clear leadership, and an initiative, which rightfully would have ISOC 
being "recognized as "carrying (credible) perspective from other groups".
