[Chapter-delegates] The Future of the Internet Governance Forum

There have certainly been governments that have advocated for governmental control of the network, and there was certainly someone that was in favor of this particular turn of events (else it would not have happened). I think we know who the governments with a history of that are. I would at this point suggest avoiding jumping to conclusions and not throwing aspersions that we don't know to be correct.
