[Chapter-delegates] Application to form a Chapter in Bogota, Colombia

Hello all,
Perhaps I am too new to ISOC, but I don't think we can reject an
application based solely on territorial overlap.
While I agree that perhaps if both communities (the current chapter and
the proposed one) collaborated instead of forming a new chapter they
could perhaps achieve better results in the long run, but in the end I
don't believe that ISOC can force them to do so.
Besides, Colombia is big country and Bogota is a large city. Traveling
within the country can involve plane trips or long road ones. There can
be reasons for creating city-wide chapters besides country-wide ones.
