[Chapter-delegates] PIR and wikileaks.ORG

@carlos : ISOC has no contract with any of those parties ( EveryDNS, 
Affilias ). PIR has a contract with Affilias.

@all :
I am not sure that PIR should be involved in any manner in managing 
domain name holders problems or content.
If PIR will do that, this open doors to different speculations and we 
will be accountable on others situations of others web site and domain 
names blocked or closed for any other reasons with any other matter.
I personally supporting Wikileaks on a personal side, but this is not 
mean that we ISOC nor PIR should be involved at this level of micro 
managing domain resolving problems..
