Dear Colleagues,
The following application for a Chapter in Azerbaijan has been received.
It is being sent to this list for peer comment and review. Please note
that the Chapter is not yet formed and has not officially been
recognised by ISOC.
Special thanks to Rudi Vansnick (Belgium Chapter) and Jacek Gajewski
(Poland Chapter) who help forming this Chapter with their advise and
expertise.
If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is
December 16, 2010.

*Chapter Application*
A. Proposed name of the Chapter
Internet Society Azerbaijan Chapter
B. Community of Interest the Chapter will to serve
The Chapter will serve individuals and organizations living or working
in the Republic of Azerbaijan.
C. Purpose and Scope of Chapter
To serve the Society’s purposes by serving the interests of a segment of
the global Internet community through a local presence and focus on
local issues and developments, including cultural, commercial and use of
local languages.
Specifically:
• to provide co-ordination and leadership on matters related to the
Internet to ensure it stays open and accessible;
• to ensure that ISOC's regional and global deliberations include input
from Azerbaijan, a country which is committed to being in an emerging
technological evolution;
• to ensure that matters of public policy are discussed and deliberated
with impartiality and in a multi-stakeholder environment;
• to ensure that the Azerbaijan community is aware of the work of the
Internet Engineering Task Force, and that there is greater awareness of
participation opportunities;
• to act in a collaborative manner with other Azerbaijan government and
ICT industry bodies in an effort to ensure wide consultation and
discussion on technical as well as policy matters concerning the Internet;
• to ensure global discussions by the international Internet community
include perspectives from Azerbaijan;
• to identify opportunities for members to contribute to ISOC's regional
and global activities in Azerbaijan;
• to identify regional opportunities for collaboration (either with
other ISOC chapters, members or regional Internet community);
• to provide education and guidance to the community i.e. schools, kids
and the general public to ensure the Internet a safe place to be in. The
Internet is becoming a world by itself that minor and seniors flock by
the hours and the next generation is going to be moulded out of this;
• to create the platform for research discussions that brings ideas
together and find solutions should be there. This will be done through
setting up of various working groups within the chapter;
• Access of information to all: The Chapter will focus on promoting the
positive usage of the Internet and its applications on education,
health, sciences, culture, inclusion, e-government, business,
e-commerce, media and entertainment;
• Support the development of local content;
• Education and research related to the Internet and internetworking;
• Collection and dissemination of information related to the Internet
and internetworking, including histories and archives;
• Liaison with other organizations, governments and the general public
for coordination, collaboration, and education in effecting the above
purposes.

F. List of Requirements
The Chapter will hire a lawyer who will prepare the forms required to
register the Azerbaijan Chapter of the Internet Society as an NGO with
the Azerbaijani authorities.
G. Additional Information
Our early interest in ISOC was encouraged and supported Mr. Rudi
Vansnick, chair of Internet Society Belgium, who will mentor our chapter
during the first 2 years.
