The Google-Verizon policy sees mobile wireless systems as 'different',
and therefore exempt from the openness provisions, despite the fact
that many are marketed as 'Internet services' or 'broadband
equivalent'.

There most definitely are cost differences in building out mobile
wireless systems compared with fixed, but whether they are more or
less expensive depends on a range of factors.

In their favour, they are still arguing the case for transparency, a
factor very much missing from many Internet services, regardless of
whether they be fixed or wireless based.

If providers are going to prioritise/slow traffic in any way, then
customers really have a right to know what, where and on what basis.
