Dear Colleagues,
The following application for a Chapter in Sri Lanka has been received. It is being sent to this list for peer comment and review as part of our due diligence process.
Please note that the Chapter is not yet formed and has not officially been recognised by ISOC.
If there are people on this list that know the individuals proposing to establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is September 5, 2010.

Chapter Application

Internet Society Sri Lanka Chapter will serve the country of Sri Lanka
C. Purpose and Scope of Chapter
Internet Society Sri Lanka Chapter serves the Society's purposes by serving the interests of a segment of the global Internet community through a local presence, focus on local issues and developments, and use of local languages. The general purposes and scope of the chapter are as follows:
1. Popularization of Internet in Sri Lanka.
2. Facilitation of research into Localization as well as to promote creation of local content in Sinhala and Tamil on the Internet.
3. To facilitate research into last mile connectivity to Internet in rural areas in Sri Lanka and to conduct training and awareness workshops in network connectivity in rural areas in Sri Lanka.
4. To promote closer interaction among ISOC chapter members.
5. To liaise with other organizations with similar interest.
6. To create awareness and dialog on Broadband and Internet connectivity issues in Sri Lanka as well as to play an advisory role to government bodies which are involved in creating standards on Internet connectivity and Broadband standards in Sri Lanka.
7. To create awareness and facilitation of Information and Communication Technology professionals and organizations in Sri Lanka to participate in global bodies/groups such as Internet Engineering Task Force (IETF).
8. To promote new standards, Internet technologies and implementation of protocols such as IPV6 while advising government of Sri Lanka to formulate policies on adverse impact of Internet such as child phonography, Internet fraud etc without harming citizens’ right to access and publish content on the Internet.
9. To promote use of International Domain names of Sri Lanka: Lanka and Ilangai.
Why it is important to have the Internet Society Sri Lanka Chapter
At present, the government of Sri Lanka has given mandate to several organizations such as Information and Technology Agency of Sri Lanka, Telecommunication Regulation Agency of Sri Lanka to look into broadband connectivity and policy issues. Sri Lanka also has Non Governmental Organizations which are involved in advocacy and act as policy alternative think tanks on the same issues such as LearnAsia (learnasia.net). It has been felt the need for an organization such as Internet Society which has a clear mandate on Internet to advice and to create awareness on technology as well as on policy issues in Sri Lanka. Since Internet Society and its chapters are involved worldwide on the same issues, the presence of Internet Society chapter and its input in these issues will be constructive in formulation of policies and setting standards on Internet in Sri Lanka. It is envisaged that the Internet Society Sri Lanka Chapter will be able to help to popularize Internet as well as to play a major role in facilitating local Internet professional participating in global standard creating bodies such as IETF.

In general, the need for the revival of Internet Society (ISOC) Sri Lanka chapter had been mooted for some time. In 2003 and 2004, a few academics who were trained by Internet Society from University of Colombo School of Computing, University of Moratuwa, University of Peradeniya and Information and Technology Agency (ICTA) of Sri Lanka attempted to form ISOC Sri Lanka Chapter. This attempt was somewhat successful but it stopped at the application level. There were a few attempts subsequently without much success. In this backdrop, the revival was mooted and it was decided in general to meet who were interested in forming ISOC Sri Lanka chapter at Mount Lavinia Hotel Sri Lanka at 5:00 PM on 29th of June, 2010 after the International conference marking 20 years of .lk. The meeting was sponsored by NIC.lk and organized by Mr. D.D.Prabath, Chairman LKiNG under the guidance of Prof. Gihan Dias.
The meeting was attended by 32 participants who represented academia, ICT professionals, and Internet enthusiast from different parts of Sri Lanka. The following officers were elected:
