I can't speak for Eduardo, but I understood him to mean, in general terms,
the networks which, linked together, comprise the Internet. Those networks
are owned by all kinds of people, while the Internet is owned by - while
being of course, as ISOC says, for, everyone.
In the context of net neutrality people are generally referring to the edge
networks, such as ISPs.
