[Chapter-delegates] Bug in the AMS system

I just created a test user account with my email and the system allowed it.
The bug happens to be the fact that it allowed me to create and account with
an email that already existed. When I looked at the account, it changed my
previously selected name, i.e. Eduardo Diaz and changed it to Test Account
which was the user name that I used to create the account.  The system
should not allow this behaviour.

Every time I use this system something goes wrong.

Please verify and let me know.
