[Chapter-delegates] new tld approved

thanks for the observation.

I can tell fromm my Board responsibility thaht there is full awareness of 
the impact of the oncoming changes, if not evenly distributed.

We have both a "top-down" or rather "center-to-edge" responsibility and 
one in the other direction.

Let's architect them well. Let's use ISOC's processes for the purpose.

Who among us in the chapters are concerned with this issue of IDN-ccTLDs? 
At the very least, those in countries where they will be introduced? Can 
we build a list?
