Many thanks for your comments and taking the time to read the
transcript.
Yes, the Committee seemed really hungry for a succinct answer on the
benefits of interop at layer 3. Not sure that I do have anything
better just yet...in retrospect. In addition to what I told the
Committee, do people have suggestions on a more pithy statement of
this benefit?
I guess my take, is that interoperability at layer 3 has given us all
the benefits of the Internet, including major interoperable open-
standard applications, like email, the Web, and interactive
applications through Web 2.0. But the key point is that
interoperability at layer 3 continues to foster innovation, so the
list of beneficial applications continues to grow and this is the
point that has attracted so much interest from OECD and other policy
makers around the world.
