Hi Joly,

I think it is a good condensation.  The only thing I might suggest is to change " 1) there is no evidence of increased vulnerability or inadequacy of current arrangements..."  As I read that it's not completely accurate -- there is cause for concern, but there is no sudden increase of vulnerability or sudden increase in attacks that would justify Beckstrom's statements in Nairobi.  Maybe thats just nit picking.  Otherwise, no diagreement
