[Chapter-delegates] ISP's and Google

I completely agree, network neutrality/open inter networking is very much an international issue with ramifications beyond the regular categories we think of.  

If American ISPs discriminate against content providers that they do not have special contract deals with then they are in essence applying a "tax" or tariff to that traffic.  If they only cut contracts with American content providers (or majority of) then other countries will have incentive to discriminate as well, and promote their own domestic content over that of other countries since they cannot be sure their content is receiving the same treatment.  

We are just seeing the beginning of net neutrality, it will become a part of trade negations etc, nations will want to ensure their users and content have access to another nations sites and trafic.  I personally call this Digital Protectionism, will be interesting to see it fold out.
