[Chapter-delegates] Smolensk

Hi all,

as I join other chapters in concern for our Polish colleagues in the pain 
of their country, let's also tell them they know they can count on us for 
whatever we may be useful for in the coming weeks and months, during which 
the reconstruction of the government is fraught with dangers for the whole 
of society.

May this process be peaceful and enlightened by reason. May the ISOC 
chapter be able to contribute with its knowledge, wisdom, and principles, 
as well as technical wherwithal, to a smooth transition.
