[Chapter-delegates] form a new chapter ( was Application to form a Chapter in Bangalore, India )

Hi All,
It is specified in the "form a chapter" web page that "In general, we do 
not want Chapters competing with each other for members or support so it 
is important for a Chapter to serve a unique community of interest." and 
that the community that a chapter should serve is "Geography is a common 
choice for a community of interest, for example, within a country or 
city. However, any well-defined group of individuals is acceptable."
I think that this still not clear and that may confuse many applicants. 
We need to review the case of application overlapping the same 
"community" even it is geographic or other.
In the mean time, I think that in any cases "older" existing chapter 
that are close to the "community" should be asked about the issue.
