Something escapes me here...
Why ISOC HQ entertains the creation of a chapter that overlaps the area of an existing chapter? If the existing chapter does not give its blessings in the creation of a chapter in its area, I have reasons to be seriously concerned.
Checking the ISOC web site, ISOC-India-Chennai is duly chartered since August 2007.
I see from the text that ISOC Chennai is for working closer with EXISTING Indian chapters.
I see also from the text, that if ISOC HQ has issues with ISOC-Chennai, then these issues should may be solved first (elections, registration, etc..)?

Thanks for your comments. I understand your concerns. However I agree
with you that having a stronger presence of ISOC in the respective
regions is desirable and will give more visibilty and power to the work
of the Internet Society. We have Chapters in other countries that cover
parts of a same geographical area and do complement each other well in
terms of their scope and activities.
At the recent Chapters workshop in Delhi, you were part of the very
positive discussion about closer collaboration between the Indian
Chapters. Many useful suggestions were made on how the Indian Chapters
could work more effectively and closer together.
An important pre-requisite that was emphasised at the workshop was the
need for the local Chapters to have finshed the process of legal
registration, are following their bylaws, hold elections and work to put
into effect their planned activities. One suggestion here, would be for
the Chennai and Bangalore Chapter, once formed to hold a joint event
(apply for event funding money), or to apply for a community grant together.
I (and I think you too) met the applicant Mr Manish Chauhan in Delhi. He
and his group have laid out well thought through plans for their first
activities and have already reached out to local partners and
organisations to get wide support in Bangalore. Seeing the huge
potential and for Internet development and the need for education in
India, the expectation would be that this new Chapter would support and
strengthen the work already started by the Chapters in India.
