Dear Colleagues,
The following application for the restart of a Chapter in the Greater
Washington DC region (U.S.) has been received. It is being sent to this
list for peer comment and review.
Please note that this is a rejuvenation effort, the Chapter has not
officially been recognised by ISOC yet. More information about the
recent activities of this Chapter in formation can be found at:

The period allowed for comments is two weeks and the deadline is October
7th, 2009.

Chapter Application
A. Proposed name of the Chapter
The Chapter name will be "The Greater Washington DC Chapter of the
Internet Society"; the additional phrase "Serving the DC-MD-VA Region"
to be added where appropriate in order to indicate the geographical scope.
B. Community of Interest the Chapter will to serve
The Chapter will serve individuals and organizations living or working
in the Greater Washington DC region encompassing the District of
Columbia, the State of Maryland and the Commonwealth of Virginia in the
United States of America.
C. Purpose and Scope of Chapter
The general purpose of the Chapter shall be to advance and promote the
General Purpose and Guiding Principles of the Society by serving the
interests of the local, national and global Internet community through a
local presence.
The Chapter will carry out activities designed:
* To facilitate and support the technical evolution of the Internet
as a research and education infrastructure, and to stimulate the
involvement of the scientific and engineering communities, industry,
government and others in the evolution of the Internet;
* To educate industry, government, academia, non-governmental
organizations, and the public at large concerning the technology, use
and application of the Internet;
* To promote educational applications of Internet technology for
the benefit of government, colleges and universities, industry, and the
public at large; and
* To provide a forum for exploration of new Internet applications,
and stimulate collaboration among organizations in their operational use
of the global Internet.
D. Founding Members of the Chapter
See attached Exhibit 1 "Founding Members".
E. List of Supporters
Several organizations in our area have indicated an interest in becoming
sponsors, but no formal relationships have been established as of the
time of this Application. They are Verizon, Afilias, Verisign, High
Performance Technologies, Neustar, Georgetown University, and George
Mason University.
F. List of Requirements
The Chapter intends to incorporate in the District of Columbia as a
nonprofit corporation and to obtain Section 501(c)(3) charitable status
from the IRS, either by application or by making use of ISOC’s group
exemption, if available. A copy of the proposed Bylaws will be submitted
for the required review and approval by ISOC.
G. Additional Information
This application is to restart the Washington DC chapter of the Internet
Society, previously a large and vigorous chapter of ISOC for a number of
years. The restarted Chapter intends to have new, active leadership,
while benefitting from the expertise of those previously involved in the
DC Chapter. The proposed Chapter has already had several organizational
meetings, breakfast discussion meetings in the District, Maryland and
Virginia, and on-line discussions that have generated a high degree of
interest and suggestions for programs and issues. The strong support
for a reinvigorated ISOC Chapter in the Greater Washington area can be
seen in the many ISOC members that have signed on as co-founders and
organizations that have indicated their interest in being chapter sponsors.
