I think the technical elites they had in mind engineers are not those that
make the protocols but those that decide the allocation of middle mile
resources.
In the case of plumbing it is along established principle, at least in first
world countries, that it is an ubiquitous requirement. This is by no means
true of high speed internet.
Nevertheless I think there is a valid point here which which will surely be
discussed in the follow through process. If I see good venues for comment I
will make them known here.
The other side of the coin is that OneWebDay is attempting to preach to
people outside of the choir that the Internet is a vulnerable utility that
is deserving of environmental concern. This is not too far from ISOC's
position IANM.
