Dear Colleagues,
The following application for a Chapter in Bangalore, India, has been
received. It is being sent to this list for peer comment and review.
Please note that the Chapter is not yet formed and has not officially
been recognised by ISOC.
If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.

October 2009.

Chapter Application for ‘Bangalore Chapter of the Internet Society’
A. Proposed name of the Chapter
The chapter will be known as "Bangalore Chapter of Internet Society".
B. Community of Interest the Chapter will serve
This Chapter will serve persons who live or work in the geographic area
which includes (but is not limited to) Bangalore, Hyderabad, Pune,
Mumbai, Goa and nearby areas on a non-exclusive basis.
C. Purpose and Scope of Chapter
Mission: "To assure the beneficial, open evolution of the global
Internet and its related internetworking technologies through leadership
in standards, issues, and education.".
Objectives-
1) To provide the leadership, vision, and advocacy efforts necessary to
educate the public and engender a healthy and receptive environment to
Digital Convergence in the Bangalore Area.
2) To provide broad-based representation of the Indian Internet
community both nationally and internationally.
3) To provide a service for the benefit of the community generally by
enabling individuals, groups, and organisations to use the Internet
effectively for communication, collaboration, education, and innovation
without any discrimination on the basis of race, color, sex, language,
religion, political or other opinion, social origin, property, birth or
other status and to provide information, assistance, archives, and other
relevant resources for Indian Internet users.
4) To give expression to the viewpoint of Indian Internet users to
business, industry, the government, the media, and society in general,
by providing information and promoting education.
5) To affiliate with other Indian Internet-focused organisations for
co-ordination, collaboration and education in order to further the
objectives of the Society.
6) To promote, facilitate, and conduct research relating to the Internet
and internetworking.
7) To develop and maintain formal and informal relationships with the
international Internet community.
D. Founding Members of the Chapter
The Bangalore Chapter of the Internet Society is being initiated by the
following 3 founding members:

E. List of Supporters
Below is a list of 28 Global Members of ISOC (with their contact
information and other details) who belong to Bangalore or nearby areas
and who are in support of setting up the "Bangalore Chapter of the
Internet Society ". Each member in this list has been contacted
individually and has expressed interest in volunteering for and actively
supporting ISOC activities in the region. With time, we plan to select
representative members from organisations having a membership count
greater than 5. For ex: A chapter member belonging to Cisco Bangalore
maybe selected to serve as a representative for all the chapter members
hailing from Cisco Bangalore. On similar lines company/organisation
representatives, for the chapter will be selected for other
organisations (Oracle, Intel, Yahoo etc.).

F. List of Requirements
There are no special statutory or regulatory requirements for
instituting a chapter of the Internet Society in Bangalore .This has
been verified by contacting the officials of other chapters in India
(Delhi).
G. Additional Information
Bangalore and ISOC:
We already have ISOC chapters in Delhi, Kolkata and Chennai but the
south west part of India doesn’t has any chapter as yet, which includes
some major Industrial and Technology hubs like Bangalore, Hyderabad,
Mumbai and Pune.
India is a developing country with the world’s second largest population
of 100 millions. Despite being an IT hub more than half of its
population still lives in villages and has no access to computers
and internet. The challenges of improving Internet growth are
multifaceted and interrelated, particularly in developing countries.
They include, for example, access to technical skills and knowledge, the
regulatory and policy environment for information and telecommunications
services, and broader economic and market factors, language diversity,
and the diffusion and reliability of basic infrastructures and services.
Being the IT hub and the most developed city of India Bangalore becomes
an obvious choice for opening a chapter. Bangalore is called the Silicon
Valley of India because of the large number of information technology
companies located in the city which contributed 33% of India's Rs.
144,214 crore (US$ 31 billion) IT exports in 2006-07. It has been
recently declared as the India’s leading IT exporter and which is
India's third most populous city and fifth-most populous urban
agglomeration and is also a home to some of the most well-recognized
colleges, research institutions, Numerous public sector heavy
industries, software companies, aerospace, telecommunications, and
defense organizations.
In recent years, these attributes have propelled Bangalore to the
forefront of the high-tech industry boom in India. It has also been
ranked as one of the world's fastest growing urban areas.
A chapter at Bangalore can serve the community in a much better way by
providing a better platform on both national and international level.
Other Information:
1>As soon as the chapter is chartered, ISOC Bangalore chapter will have
a state of the art web portal within a month.
2>Bangalore chapter of the internet society plans to host an annual All
India cyber security essay competition.
3>This draft of the chapter petition and the Bylaws submitted with this
application was circulated amongst and ratified by the 28 ISOC Global
members who are initiating the Bangalore Chapter. As and when the
chapter is chartered and more members join in, the bylaws will be
re-debated among the members present in the first meeting of the chapter
and any changes subsequently notified to the ISOC.
4>We expect the membership of the chapter to grow over 500 within the
initial few months itself.
