[Chapter-delegates] Application to form a Chapter in Malaysia

Dear Colleagues,
The following application for a Chapter in Malaysia has been received.
It is being sent to this list for peer comment and review.
Please note that the Chapter is not yet formed and has not officially
been recognised by ISOC.
If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is 26
September 2009.

A. Proposed name of the Chapter
Internet Society Malaysia Chapter
B. Community of Interest the Chapter will to serve
The Malaysia Chapter will cater for, but not limited to, persons who
work or live in Kuala Lumpur, Putrajaya and Cyberjaya but all the 13
states in Malaysia.
We will have a minimum of 2 representatives per state to ensure the
Chapter’s goals and aspirations are achieved.
C. Purpose and Scope of Chapter
To contribute to the Mission Statement of the Internet Society and also
participate in the development of standards, protocols, administration,
and the technical infrastructure of the Internet.
Specifically:
1. to provide co-ordination and leadership on matters related to the
Internet to ensure it stays open and accessible
2. to ensure that ISOC's regional and global deliberations include input
from Malaysia, a country which is committed to being a knowledge economy
3. to ensure that matters of public policy are discussed and deliberated
with impartiality and in a multi-stakeholder environment
4. to ensure that the Malaysian community is aware of the work of the
Internet Engineering Task Force, and that there is greater awareness of
participation opportunities from Malaysia
5. to act in a collaborative manner with other Malaysian government and
ICT industry bodies in an effort to ensure wide consultation and
discussion on technical as well as policy matters concerning the Internet
6. to ensure global discussions by the international Internet community
include perspectives from Malaysia
7. to identify opportunities for Malaysia-based members to contribute to
ISOC's regional and global activities
8. to identify regional opportunities for collaboration (either with
other ISOC chapters, members or regional Internet community)
9. to provide education and guidance to the community i.e. schools, kids
and the general public to ensure the Internet a safe place to be in.
The Internet is becoming a world by itself that minor and seniors flock
by the hours and the next generation is going to be moulded out of this.
10. to create the platform for research discussions that brings ideas
together and find solutions should be there. This will be done through
setting up of various working groups within the chapter.

I will be checking with ROS (/www.ros.gov.my) on this in the coming weeks.
G. Additional Information
Our early interest in ISOC was encouraged and supported during INET KL,
and we now have good momentum present within Malaysia to take this
chapter forward. We also a put together a multi-stakeholder group,
representative of all sectors, as evidenced in our group of founding
members.
I am also personally involved with the Malaysian IPv6 Forum as the
Co-Chair, amongst other things. We also have linkages with other ICT
groups (e.g. contacts at PIKOM, IPv6 Working Group and etc) which will
help us ensure that ISOC Malaysia remains a multi-stakeholder group with
wide outreach.
IPv6 education and training, security awareness are some of the
activities that we will engage in as a chapter.
