Carlos,
the email from Frederic is the official position of ISOC - he has 
written and signed it as director public policy. I am discussing with 
other Board members whether to publish it on our web site "as is", so 
that people know what ISOC's position is, and also know that clearly 
there is a division in ISOC on a major issue. There is no point in 
keeping this secret, and it should ring a bell.
