[Chapter-delegates] some thoughts after tonight's chapter meeting at ICANN

I have to admit that I am a little bit disappointed by the other night
chapters' meeting with Lynn / Bill Graham and others of ISOC global.
The topic was ISOC in ICANN, and there were some good suggestions about
the chapters' role in the new ICANN, in the time of the Affirmation of
Commitments, but they were not taken by the ISOC leadership. We spent
two hours only talking, without hearing any commitments from ISOC.
Nevertheless, one of the important observations was that there are 80
chapters, and 80 different ways to approach one and the same question -
be that ALAC, the GAC, or any other of the abbreviations (check for more
of them here: http://www.andalucia.com/icann/ )
We talked about the fact that some chapters might approach their
governments, in order to provide input to the ICANN-related discussions,
in a better way than ISOC (we know the culture, the people;
while being local is not helpful all the time, it is from time to time),
but we stopped short of hearing any commitment by ISOC - to support the
chapters in doing that.
ISOC's long-term perspective was shown with an example of the ITU
plenipotentiary in 2010, but there was no vision of a long-term
relationship with ITU beyond that year. The way ITU functions, if one
wants to influence a decision in 3-4 years, one has to start the process
today.
There was clear difference in what some of the chapters were saying
about their place in the ICANN world, and what ISOC was (not) saying.
Also, there was a discussion about the place of members in this whole
picture. Today the ISOC members, who are members of chapters are about
half of all members. The chapters suggested that ISOC should reach out
to those ISOC members, who are not affiliated with any chapter, and ask
them either to join a chapter, or form one. The chapters were mentioned
as the strongest allies of ISOC, through which one can achieve a lot.
It would be good to hear what other people saw at the meeting, which was
quite well organized (thank you, ISOC), and chaired by Sebastien Bachollet.
