I think the Chapters, needs to become a structure within ISOC, with one staff provided by ISOC, but directed by the Chapters to interact with ISOC HQ and not the opposite.

For information only - it takes about one minute to fill in the
questionnaire.
At the last question, I thought that I finally realized why there are so
many differences between chapters and ISOC.org - we want to do things,
and many of us do them - locally, nationally. ISOC, on the other hand,
does not offer anything to the users (not even electing the Trustees, or
at least some of them), so the only way for people to join ISOC, is if
they believe in it.
