[Chapter-delegates] ISOC - Bulgaria supported two documents; you could do, too

Hi,

ISOC Finland will propably sign the Madrid declaration too, pending a board
decision.

It would be nice to hear from other chapters and ISOC HQ, whether they plan
to sign.
