[Chapter-delegates] Application to form a Chapter in Uruguay

Dear Eduardo,
We do encourage all Chapters to have a web site but it is not a
requirement when applying for a Chapter. I will check with the
applicants if they have plans for a web presence.
BTW, our new membership system (AMS) will allow each Chapter to manage
their own information on a single profile page where potential Chapter
members can read about the Chapter before joining.
