[Chapter-delegates] ISOC statement on the end of the JPA - a change in policy?

I wasn't sure - that's why I asked. It is an official press release, how 
could I doubt it? Let's catch up in Seoul, and see where else chapters 
could contribute, not only in finding errors (an important one, this time!)?
