I have seen this kind of blocking while using networks of few ISPs,
too.

Regarding Garab's comment:

I think in general this is true. However, all policy decisions go
back down to the technological choices. Or, sometimes,
technological possibilities create interesting possibilities
to shape policies.

So, one could argue, that throttling one protocol or applying unfair
routing policies, can be "technological choice".

The difference between the two is very thin and that's why
I am grateful to you for your opinion on the subject.
