Hi,

Thank you Fatima for the offer.

ISOC-FR is indeed monitoring the issue closely, as is ISOC-ECC.

We raised the issue to ISOC-HQ (especially the Public Policy people who
have also been monitoring the issue for some time now) and things are now
underway.

You should hear more about France soon as we will soon face a bill on
child-pornography which intends to create a blacklist at the network level
(somewhat similar to what is happening in Australia right now from what I
understand:
http://en.wikipedia.org/wiki/Internet_censorship_in_Australia).

We strongly oppose child-pornography (as we strongly oppose copyright
infringement) but blacklisting at the network level is just not a sound
solution. It only raises new issues and creates a precedent re
administrative censorship for other, less commandable, issues such as
online gaming (next up in France we have a bill legalising online gaming
and extending the blacklist to "illegal", ie. not authorised by the French
State, online gaming sites...).

We welcome direct collaboration with other national Chapters or Org
Members facing similar situations as we did with InternetNZ re
Hadopi/Section 92A (http://blog.internetnz.net.nz/?p=256) so, again,
thanks for the offer.

But we shouldn't just react to situations and this is why we raised the
issue to ISOC-HQ as we would favour a broad coordination through ISOC-HQ
on these emerging issues in order to prepare position papers in advance
and then push them forward with the whole backing of ISOC when these
issues arise at the local level.

Kind regards,

Charles
