Dear Colleagues,
The following application for a Chapter in Liberia has been received. It
is being sent to this list for peer comment and review.
Please note that the Chapter is not yet formed and has not officially
been recognised by ISOC.
If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is 4
August 2009.

A. Name of the Chapter
The Liberia Chapter of the Internet Society (ISOC-Liberia), Inc.
B. Community of Interest the Chapter will serve
The Liberia Chapter of the Internet Society will serve the entire
country (the republic of Liberia).
C. Purpose and scope of Chapter
It’s important to indicate how you intend to serve your community of
interest and why a Chapter of the Internet Society is a good way to do this.
• Promote education, research and application of Internet technology and
related matters
• To disseminate Internet knowledge to executives and staff in the
Government agencies, governmental enterprises, and private companies, as
well as the general public/end-users.
• Top exchange knowledge and experience about the Internet with
organizations and learned societies both in Liberia and abroad.
• The Liberia chapter of the Internet Society (ISOC-Liberia) will serve
persons who live and work in Liberia.
• The Chapter will be dedicated to identifying, and surfacing the
potential, effective and efficient application of the Internet and ICT
throughout Liberia
• The chapter will lead and support the Liberia Community in making the
best use of the Internet contributing to Liberia’s socio-economic growth.
A chapter of the Internet Society is a good way to do this for the
following reason:
• The Internet Society (ISOC) is a leader in promoting the evolution and
growth of the Internet.

1. Articles of Incorporation from the Ministry of Foreign Affairs,
Government of the Republic of Liberia.
G. Additional Information
Liberia has a serious Digital Divide problem which needs serious
attention. With the population of 3.5 million, less than 1% knows what
the Internet is, and half of the 1% knows how to use the Internet. We
need capacity building, training and awareness.
How is the Chapter related to other Chapters?
The Liberia Chapter of the Internet Society is related to other chapters
in the following ways:
1. To help raise general awareness of the role of the Internet and
enable the point of view of the Internet Community to play a role in
decision-making processes.
2. To enhance, exchange, and initiate debate of Internet related issues
on a local level.
3. To foster the mission and objectives and purpose of ISOC locally,
regionally and globally.
4. To advance ISOC’s missions and goals
5. To improve knowledge sharing in the Internet Community
What will this chapter be doing?
The Liberia Chapter of the Internet Society will:

Are there any issues that we need to be aware of?
The only requirement we needed to meet was the Articles of
Incorporation, which identifies ISOC operation in Liberia as a not for
profit organization. We have met the requirement and a scanned copy of
the Certificate of Incorporation is attached. Apart from this there are
no other requirements such as specific laws, regulations, or customs
regarding the creation of a chapter of ISOC in Liberia.
