Great Job this doc.
I have some comments
1. Language is not the only issue here. Localization of international or
english situations not only mean language translation. Some
internationalization effort should be made to include several international
standard situations in this type of organizations.
2. Some option for chapters to move inside this framework is a must. I mean
some flexible consideration so chapters can design and adapt their
situations always inside the framework seems always to work in favor of
chapters and their organization. Is not the same a chapter in USA, Europe,
Asia or Latin America...
3. Donors and fund rising is a practical way for self sustainable chapters
BUT please consider that in most of less developed countries, big
organizations like Microsoft and their "microsoft ecosystem" (other hardware
and software big names) most of times support international organizations.
This mean that is better ISOC HQ to make the fund rising and distribute
instead every small chapter make the work locally. Most of times
international companies HQ say they already contribute internationally so
the local office is more an administrative one with few or none capacity to
support local chapters
