a long-time member of ISOC, Parry Aftab, has excellent insights and 
experience in this field. Her publications and public interventions are 
exemplary. And, she doesn't buy all the FUD+control Kool-Aid.

Her work is easy to find online, but I'm copying her anyway, as she may 
want to know why suddenly millions of hits from Chennai start to arrive at 
her pages.
