[Chapter-delegates] ISOC Board Meeting Update

Jon and all chapter delegates

Isoc France is in the middle of its election period for the new board, 
which is keeping us busy.

But we want to take the time to congratulate the Board on its very wise 
decision to open the European bureau in Brussels.
We look forward to working with Frédéric, and hope that we, European 
chapters, will be able to work more closely together.
A lot of the national Internet issues that we have to deal with are closely 
related to decisions made at the European Parliament or Commission level.

And we don't always have the time or expertise to get the information which 
can support the work we do at the national level.
